the lower 60 are enough to beat Ozma, and it can even be done on lower levels. I persisted, though, in spite of the Game Over screens, so I eventually figured out the proper strategy. Because Ozma is found within an "eidolon cave", it could be speculated that Ozma, much like Leviathan, was an eidolon whose power the summoners couldn't harness, and it was thus locked away. What matters is that there’s an animation during which no one is attacking, but Auto-Regen is doing its thing. I put Auto-Regen and Auto-Potion on all of my characters. Usually Ozma will cast meteor. Ozma in an optional superboss that you can battle within Final Fantasy IX.

Ozma cannot be attacked by melee characters unless the sidequest Friendly Monsters has been completed. You just need a few abilities and pieces of equipment you get from the Chocobo sidequest anyway and then you attack Ozma about 5 times and it dies, or it casts Meteo and you die… I recommend that you just enter the fight with Level 80 or more (actually, I beat him with Zidane at Level 73, Amarant at Level 63 and Steiner and Quina at Level 62).
